For some reason I'd expected somewhere around 10-15 psi. Could this have anything to do with replacing the booster pump? Maybe the old pump with 3/4hp and 1.5 SF while new is only 1hp?
Pressure doesn't rise above 5lbs
The "Start" arrow was set about 20 psi on the old gauge.
Does this look right?

Sprayed o-ring with silicon, went on with no trouble. No visible water leaks. No hissing noises I can hear.
